That's a shading/colouring style that I, personally, really enjoy. You should try and give it a go more often as you've done a good job.
I'd say that the anatomy of the girl's head/face/hair could all do with a bit of work. You could try looking at tutorials or copying images that are relevant to what you want to draw as practice. The anatomy of the girl's body looks pretty good though.
The top hat guy reminds me of The Warden from Superjail.
